SERDANG, 11 NOVEMBER 2024 – The Bursar’s Office welcomed representatives from the Finance Division of the Ministry of Higher Education (MOHE) for an engagement session focusing on procurement matters at UPM. The session was attended by the Program Chairperson, Mr. Hasan Bin Muda, Division Secretary of the MOHE Finance Division, along with MOHE officers Mr. Mohd Rizal bin Abidin, Mr. Ezdwan Razak bin Zainal Abidin, Mr. Mohd Haziman bin Ab Ghani, and Ms. Noorzuliyana binti Yusuff. The session, which began at 9:30 AM, was also graced by the presence of UPM Bursar, Madam Hajah Izariahwati Binti Mohd Isa, Senior Deputy Bursar, Heads of Financial Divisions, and Officers from the Procurement Management Finance Division.

The session began with welcoming remarks by the UPM Bursar and the Division Secretary of the MOHE Finance Division, who also explained the main purpose of this engagement session, which involved all Public Universities in Malaysia. The session continued with a presentation from MOHE regarding the latest circulars and directives related to procurement, including the Implementation of the 2025 Minimum Wage Order, Government Green Procurement, Strengthening of Government ICT Project Management, and the Implementation of the Program for the Use of Goods and Services from Local R&D (MySTI) in Government Procurement.

MOHE also emphasized Consultant Services involving Procurement Methods and Value Limits for Consultants, Consultant Evaluation Committees, Approving Authorities, Extension of Consultant Service Periods, Extension of Consultant Agreements, and Additional Consultant Costs.

The session proceeded with a presentation by the Head of the Procurement Management Finance Division, Ms. ‘Itrah Hayati Binti Abdul Rahim, regarding the implementation of the 2024 Annual Procurement Planning (APP), UPM Procurement Standard Operating Procedures (SOP), and procurement systems currently in use. This was followed by a discussion on procurement issues faced at UPM. During this discussion, MOHE provided several constructive suggestions and ideas to resolve these issues while also taking note of matters requiring further review and reference with other relevant parties. At 12:30 PM, the engagement session concluded with closing summaries from both parties before dispersing.
