UPM SERDANG, 7 July 2026 – The Procurement Management Finance Division, Bursar's Office, Universiti Putra Malaysia (UPM), welcomed a courtesy visit from eight (8) officers from the Procurement & Asset Division of Universiti Teknologi MARA (UiTM) Shah Alam, Selangor. The visit aimed to facilitate the sharing of experiences and information on the Financial and Technical Evaluation Methods for Procurement through Quotation and Tender implemented at UPM, with the objective of enhancing the understanding and competency of UiTM personnel in carrying out procurement processes that are more efficient, transparent, and uphold the highest standards of integrity.

The knowledge-sharing session was delivered by the Head of the Procurement Management Finance Division, Bursar's Office, UPM, Puan Noraini binti Abdullah, who shared her expertise and experience on financial and technical evaluation methods in accordance with the prevailing financial regulations and procurement procedures. This evaluation approach, which was officially implemented in January 2026 for quotations and tenders involving the procurement of supplies and services, has since been adopted by all Responsibility Centres (PTJs) across UPM.

Throughout the session, participants were introduced to the development of evaluation criteria, the implementation of technical and financial evaluations, scoring methodologies, and the roles and responsibilities of the Specification and Technical Evaluation Committee in ensuring that all evaluations and recommendations submitted to the Approving Authority are conducted objectively, fairly, and with full accountability. The active question-and-answer session between both institutions encouraged constructive discussions and successfully addressed various procurement-related issues and challenges.

In addition, the session highlighted the importance of preparing clear and comprehensive specifications to ensure a more effective evaluation process and to achieve the best value for money for the university. The successful organisation of this knowledge-sharing session reflects the UPM Bursar's Office's commitment to strengthening procurement governance through continuous enhancement of staff knowledge and competencies, while supporting the university's aspiration to deliver excellent and integrity-driven services.
