TENDER BOARD

DUTY AND RESPONSIBILITY OF THE COMMITTEE

The Tender Board (TB) is responsible for the following:

  1. Accept the quoted acquisition of supplies / services / work worth more than RM500,000 to RM100 M with unanimous decisions
  2. Check and review registrations with the Ministry of Finance or Construction Industry Development Board of Malaysia (CIDB) namely Contractor Registration Certificate (PPK), Government Employment Certificate (SPKK) and Bumiputera Certificate (STB) (if applicable), ad copy, tender specifications, documents tenders (where applicable), tender schedules provided by the Tender Opening Committee, technical evaluation reports and financial evaluation reports and others;
  3. Ensure that all tenders are in compliance with applicable tender management procedures.
  4. Review the technical and financial capabilities of the tenderer;
  5. To consider and decide on the most favorable tenders taking into account the price, service or use of goods, quantity, quality, duration of delivery or completion, cost of maintenance and other related factors;
  6. Decide to re-propose or recommend another method of procurement, if the Procurement Board finds that the procurement procedure is not in accordance with the rules or suspects something beyond the rules;
  7. Consider and approve any quotation as approved by the Quotation Committee that exceeds the quotation limit.

Dean of Faculty of Medicine and Science Health/Faculty of Veterinary Medicine  (if considering tender for UPM Teaching Hospital)

 

 

if necessary, 1 civil servant from another agency  who can contribute to the Tender Board in terms of its knowledge / experience in a particular field according to procurement needs

 

SUBMISSION OF CONSIDERATION PAPER

The applicant must submit a quotation evaluation report or consideration paper for the purpose of consideration and approval of the meeting and must be made in the format that has been set::

Proposal period for submission of Proposal Paper at least two (2) weeks before the meeting.

Papers submitted past that date will only be considered at the next meeting. The completed paperwork must be submitted to: -:-
