BRIEFING ON PAYMENT MANAGEMENT UNDER FINANCIAL PROCEDURE REGULATION AP59

Serdang, 14 April 2025 – A Briefing on Payment Management under Treasury Instructions Regulation 59 (AP59) was held on 14 April 2025 (Monday) at the Auditorium, Faculty of Veterinary Medicine, Universiti Putra Malaysia (UPM). A total of 251 participants attended the briefing both physically and online, comprising Heads of Administration from Responsibility Centres (PTJ) as well as Administrative Assistants (Clerical/Operations), including staff from Bintulu Campus who manage financial matters at their respective PTJs.

The objective of the briefing was to provide awareness to all UPM staff, particularly those handling financial matters, about payment management under AP59 according to their respective authority limits, as part of an enhancement to the existing regulations. This step is crucial to ensure that all payment transactions are carried out more systematically, transparently, and in accordance with current guidelines. Staff are expected to understand and be able to guide others if any mistakes related to AP59 regulations are made at their PTJs.

The session was delivered in detail by Puan Yusnawati binti Mat Isa, Head of the Finance and Staff Facilities Division, who explained the implementation of AP59 and related financial procedures. The explanation provided helped participants gain a clearer understanding of the implementation according to prescribed procedures and regulations.

The program also provided participants the opportunity to ask questions and receive direct clarification through an interactive Q&A session. The high level of participation reflected the strong commitment of the administrative community to ensuring that the implementation of financial responsibilities runs smoothly and complies with current regulations.

The briefing concluded with the hope that all the information and insights shared would be applied in daily work routines, to strengthen financial governance at UPM.
