SERDANG, 11 FEBRUARY 2021: It is undeniable that the implementation of Movement Control Order (MCO) 2.0, announced by the government recently, has contributed to some challenges in staff attendance at the office, due to the internal Standard Operating Procedures (SOPs) issued by the university.
However, the Bursar’s Office has still taken the best course of action to manage the movement of financial documents, especially procurement and payment documents, ensuring that financial processes continue smoothly. This has been made possible by the re-implementation of the Payment Guidelines during the Movement Control Order, which was approved by the University Management Committee on 27 January 2021.
In this regard, on 11 February 2021, the Bursar’s Office held a briefing session via video conference using the Zoom platform, attended by over 300 participants from among the Management and Professional staff as well as executors. The enthusiastic participation indicated that all departments (PTJs) were ready to adopt the improvements in the payment processes implemented by the Bursar’s Office for the collective benefit.
The briefing, presented by the Head of the Payment Process, Puan Yusnawati Mat Isa, lasted for two and a half hours, with various questions from the participants. The attendees were provided with direct insights into the new process flow for the movement of payment documents during the MCO period, including during the Enhanced MCO (EMCO) phase. The implementation of submitting documents online via official UPM emails from PTJs to the Bursar’s Office is expected to resolve the issue of staff working from home (BDR) still being able to submit procurement (RO – Request for Procurement) or payment documents. Additionally, the Head of the Payment Process emphasized the importance of document storage at PTJs and the consequences if these instructions are not adhered to by PTJ Heads.
PTJs can access the guidelines and supporting documents related to this on the Bursar’s Office website, which should be used throughout the MCO period.
It is hoped that this briefing provides clearer guidance and can be effectively implemented by all PTJs.
