Serdang, 28 May 2025 – Universiti Putra Malaysia (UPM) has organised the MRUN e-Invoice Workshop which brought together representatives from five Research Universities, namely UPM, UKM, UM, USM and UTM. This workshop aims to discuss the implementation of the e-Invoice system in line with the e-Invoice Guidelines issued by the Inland Revenue Board (LHDN) on 18 March 2025.
The main focus of this workshop is to coordinate and identify all types of university revenue, including revenue from sales and service activities, to be in line with the requirements of national tax regulations. This effort is hoped to strengthen compliance with tax legislation which increasingly emphasises the digitalisation of transactions.
In addition, this initiative also supports the goals of the Malaysian Education Blueprint (Higher Education) 2015–2025 which emphasises the diversification of university financial sources to ensure financial sustainability and improve the quality of academic programmes.
Among the important matters discussed were the main and ancillary revenue generation strategies, the management of university subsidiaries, and the proposal to establish a special Public University Treasurer's Meeting (MBUA) to coordinate the implementation of e-Invoices during the six-month interim period.
The systematic implementation of the e-Invoice system is expected to increase governance efficiency and ensure full compliance with national tax regulations among research universities.
The next action is to prepare a draft working paper to be brought to the MBUA and subsequently to be discussed at the Public University Vice-Chancellor/Rector Committee level
