UPM Serdang, 14 April 2026 – The Procurement Management & Issues Briefing was successfully organized by the Procurement Management Finance Division on 14 April 2026, conducted online with the participation of approximately 130 officers, including staff from the UPM Bursar’s Office, the Centralized Operations Payment Division, and Finance Sections who are directly or indirectly involved in procurement management and payments.
The briefing, delivered by the Head of the Procurement Management Finance Division, Puan Noraini binti Abdullah, aimed to provide exposure and enhance participants’ understanding of current procurement issues and the challenges commonly faced in procurement implementation, in line with compliance to financial regulations and existing guidelines.
Throughout the session, various issues were discussed openly, including delays in procurement processes, non-compliance with specified requirements, weaknesses in document preparation, and challenges in contract monitoring. Also highlighted were recurring audit findings and the improvement measures that each PTJ must undertake to avoid repeated audit remarks.
The speaker also emphasized the importance of more systematic procurement planning, the need for integrity pacts at all stages of procurement, and reviewing the status of contract preparation before payments are made.
In addition, the Q&A session provided participants with the opportunity to raise issues and challenges faced during implementation, enabling more practical, solution-focused two-way discussions.
This briefing will be held annually to enhance the efficiency and integrity of officers and staff of the Bursar’s Office in procurement management, while strengthening more transparent and accountable financial governance
